abc's karen travers is covering the gun debate. good morning, karen. >> reporter: good morning, rob. good morning, sunny. we thought the battle over the fiscal cliff was nasty and partisan. that may be mild compared to what's coming in the gun control debate. yesterday, vice president biden started to navigate that complicated issue. last month's tragic shooting at sandy hook elementary shook the nation. to the grieving community, president obama promised action. his first step, putting vice president biden in charge of developing the administration's blueprint. biden sat down with victims' groups and gun control advocates. >> i want to make it clear that we are not going to get caught up in the notion, unless we can do everything, we're going to do nothing. >> reporter: the white house has stressed gun violence won't be solved by one action or one piece of legislation. biden was clear that the administration will do something, even if congress isn't on board. >> there are executive orders, executive action that can be taken. >> re
